Forgetting to roll a "may" power is NOT the same as deciding not to use it. In order for a legal game state to proceed, a distinct choice must be made of whether to use a power or not. Legally, the game cannot progress beyond the declaration of an attack against a character with Shape Change until its controller has decided if he wants to use it or not.
Ah. Well, I wish you were the judge in all the actual heroclix tournaments I had played in. As you can see by my progression of thought in the previous post, I went from one side to the other, however. (Against telling people to for telling people.)

Stupid question: Superior Spider-Man summons a Spider-Bot. Spider-Bot then hits someone. How do stats work?
SA to the Bot? Kinda pointless, since I didn't actually draft the Bot, but makes the most sense.
SA to Superior? Treats the summoned bots as part of him, which may or may not be accurate.
SA to the bot, AST to Superior? Seems greedy, but Superior -does- need to make a roll to be able to summon the 'bot, and the attack wouldn't've happened without him...
Just ignore the whole mess? Probably the easiest of the options...

Do you have a Spider-Bot on your roster? If that were the case, I could see any 'summoned' Spider-Bots as collecting stats for them rather than Superior Spider-Man since the bots can be stand alone characters.

As a ranged combat attack- I believe no.
USING OBJECTS IN RANGED COMBAT ATTACKS
A character holding an object may throw it at a single opposing character; a character holding an object does not have to attack with the object when given a ranged combat action. To throw an object, give the character a ranged combat action and make a ranged combat attack, even if its range value is 0. Regardless of the attacker’s Range Value, light objects can be thrown 6 squares; heavy objects, 4 squares. Regardless of the attacker’s damage value, a successful ranged combat attack with an object deals Object Damage. Object Damage means a light object deals 2 damage; and a heavy object deals 3 damage.
Typically, when it says opposing character, they've ruled it to mean it can only be used on a character, not on a wall as well.
