I dare say the All-Star Squadron boasted a bigger membership, especially if you count all members, including pre-Crisis (Earth-2 Superman, Batman, etc) and post-Crisis (original Judomaster, Young All-Stars, etc).
Wikipedia lists 77 All-Star Squadron members if we include all versions.
Wikipedia lists 62 LSH members plus 9 more honorary, reserve, and expelled members plus 3 more members who joined the SW6 version plus 10 more postboot members that weren't in the preboot version, plus one more threeboot member not in the previous versions, plus 2 more threeboot reserve members... plus one more member for the original Legion (Earth Man)... so you could say 88 members for the LSH if you're very generous.

And if you're going to be "very generous" with the Legion, you should do likewise with the A*S and include folks like Doiby Dickles, Billy Gunn, and Tubby Watts; just as helpful to the heroes as Sandy and Wing, IMHO!

The problem is, you never saw the entire All-Star Squadron together except when Roosevelt first called them together. The Legion, at least would sometimes show the full roster of active members even if they only had a couple of characters doing anything in the the issue. Plus, the concept of every person in WW II serving in one group was something that came about in the 80's. The Legion has been around for a lot longer (even if the characters haven't, the concept has) and has been more popular. Sure, the Red Bee has been around since the 40's and was a member of the ###, but would you rather have him, or Sun Boy? Or a decent version of Brainy? Or Shadow Lass? Or Tellus? Or Gates? The list could go on.

I absolutely LOVE both the Legion and The All Star Squadron. And as much as it pains me to say this....The All *'s are badly represented in clix. Robotman, Johnny Quick, Hourman...the list goes on and on. The Legion got a whole starter. Sure, Blok, Tellus, Sun Boy, Star Boy, etc would be great too.
Heck, I would buy a set of either! F the Watchmen box! Gimme a Legion or A*S Box!
