I'll go with Brave and the Bold. I'm pretty sure he showed up with the Flash in that title first, so I'd guess he'd be on the cover.

You're only just saying that out of shear jealousy cause you forgot that issue and were thinking of another one. Little knowing Superman was under the influence of two kinds of kryptonite. Red, which made him think kinky thoughts and pink, making his inner-female come forth.
He must've heard of Aquaman's abilty to use his Aqua-balls.
