There's been some confusion in the role of encourager. Some believe it gives double night powers. Some treat it like a Guide (see the A to Z Glossary).
I'd look at a "self-encouraging" wording to follow the Guide verbiage, meaning unblockable and unmisdirectable

If a Controlled Misdirector targets a player that does not have a Night action, does that person actual target the player at night? For instance a straight up vanilla townie is Control Misdirected into a PGO, would they die?
On similar grounds, what if the player does have night action, but chooses not to take it (say they are a Vig), are they misdirected that night?

I would say no to the first one, yes to the second.
I feel like you can't misdirect something that doesn't exist. But if you can convince somebody to target one player instead of another, you should probably be able to convince them to target a player instead of nobody.

Usually, yes. Sometimes the Mod chooses randomly, sometimes the Mafia decides. Specific games may vary.
who do you go to if you have a question about game mechanics/powers but feel you can't post it anywhere and don't want to ask the mafia game mod because you think asking them might be kind of unfairish or something? i'm pretty sure if it actually was, they would tell you but i just don't know :S
do mason groups have to mail the mod as well, or do they just mail between each other?
Usually just each other, mainly to know each other's actions in case the other dies.
Rarely, a mod may set up a Probosrd for a mason group, on the off chance that there is some power on the game that allows the player to check in on private contact (of I remember correctly, Rokk_Krinn had this power as Deathlok in loganspeedo's 90s Merry Marvel Marfia game)
