I believe that's just to minimize the government required toy testing, which is much more stringent below age 14. It costs a couple thousand to test each toy, and calling a set like this 14+ could possibly save 10s of thousands of dollars.
As a store owner it puts me in a little bit of an awkward position. I can sell the "8+" icons starter, but when mom asks about whether B&B might be good for her 10 year old I have to ask whether they tend to chew on things.

If these figures are alpha, I guestimate my local venue will have an additional 15 more items sitting on their shelves not being sold.
To be honest, if they were hypertime pieces, it'd be the same thing. But darnit, I really want the hypertime gordon reprinted! I know I can buy him for $1 online, but I still haven't gotten around to doing it.
edit: Oh yeah, look at the character card for Batman. Detective, Gotham City, and no team ability.
The best thing about these new battle packs, IMO, are the newly numbered dials. I may get the mega battle pack, because I enjoyed the Iron Man one since these old figures, though basically reprinted, now have the numbers on their clicks like the Blackest Night starter figs.
Two, new non-Alpha character cards, so that's a plus.
Three, the more reprints they make of this kind of stuff (with people buying them), they may get farther and farther into the list of figures to reprint (and that could include more LE's, chases, or just hard to find pieces like Vet Superman Blue, for instance).
Four, the more reprints they make, the longer they stay available for Modern Age tournaments. I can't wait until the Danger Room stuff is reprinted to make them Modern Age legal. The Fantastic 4 will probably be Modern Age legal until the end of time with the double reprints thus far.
I said it on another thread about the Fantastic 4 starter reprint. This is not a Win-Win for EVERYONE, but it's not a Lose-Lose for ANYONE.
More product produce, more new players attracted, more pieces available in Mondern Age, cards for pieces that didn't have them.

uber-comment-fail!! These aren't for use diehards. Though I suggest picking up the alpha pieces for cheap, usable figures with solid keywords that work in the Modern Age environment. But yeah. . . you fail NECA! lolz
I am all for Neca trying out new ideas. But I honestly hope they come out with a Legion Classics pack to re-release the starter figures and maybe a few of the older ones like Triplicate Girl or Wildfire....Shadow Lass.

I still haven't bothered to pick up the Iron Man packs because I own those figures. I will, however, eventually get the Nick Fury, just so I can run him and his Sinister twin on the same team.

This week I am buying the 3-pack with Black Widow. Only because I am playing a team that has Black in every character name(Black Hand, Black Flash, etc.). Stupid reason to buy it....but they're getting my money.
Are we sure it's the Arkham Asylum map? I mean, it kind of makes sense, but the Iron Man megapack suckered me into buying it almost entirely on the fact that it had a new map, no matter how small. [I didn't have that Nick Fury or Gennady Gavrilov either, but the map was the kicker for me.] I'll totally end up buying this if it does indeed have a new map.

Aside from the card, the only reason to get the reprint Nick would be able to play the old one and the new one side-by-side. Since it's a reprint, the old one should be legal as well. I mean, that's how the judges here rule it...

With this being the third go-around for classics, your venue really shouldn't have that many on the shelves for long unless the owner is not making any adjustments in orders or gauging interest from players. At our venue, precisely two people wanted the Iron Man packs, so only two were ordered, AFAIK.

I've mentioned this before, about mega and battle packs...If NECA really wanted to make these high on demand and sell many, they should break out NEW scuplts and dials. The majority of heroclix players are people that are already into the game. Better to sell more to return players than to sell few to new players, imo. Nicer sculpts would attack newbees too.
Emphasizing on the bolded part, it's possible NECA doesn't have gangbuster sales goals for this line. It's likely a very low-print run which they can fit in between major releases. If my venue were a microcosm of the clix-buying world as a whole, new dials on these figures would probably require a print run of three to four times what it is for the reprints. That would certain slow down new sculpt products to some degree.
