Hammer comes out it is a part of a resource and because of which has its own rules (that sounds a lot like relic roll rules but is not). We will call this a "resource hammer"
If you follow the flow from the BoS you can do the power action to equip/ place the hammer on your figures card.
(With the redundant text of "roll auto Succeeds")
If you don't do the power action the the hammer "turns into a "standard" relic"
As a "standard" relic splitlip can do his this for friendly's to pick up the relic.
As a "standard" relic you don't get to use it as part of the BoS as you would a "resource hammer"
I too would like to know but it seems to me that the last line should be switch
"If a friendly character does not place the hammer(instead of relic) on its card this turn, then for the remainder of the game, it is a relic as described on its card"
This is the only place where a "hammer" is called a relic.

Sorry for hijacking this thread with a slightly off topic question, but when using Splitlip, after he swaps relics, does the character automatically get the replacement put on its card?

Hammers are relics, by definition. The link you posted seems to support that the Hammer comes down as a relic and that the relic is equipped as normal except that the roll is automatically successful if done on the same turn you drop it. Which supports that Splitlip is making the power action to roll a free action instead.

No matter which way it falls is fine with me, although I'm leaning towards SplitLip granting an auto-pick up with BotS Hammers.
I'm also interested in verifying the question if the roll to equip a BotS hammer is actually a Relic roll or not. Again, I'm thinking yes, but it's relevant for things like:
Elders of the Universe
Opposing characters can't attempt a relic roll while at least two friendly characters can use this team ability.

How did you have 2 hammers turn 1 the characters need to be 5 squares away from the starting area to drop a hammer. So turn one (assuming Splitlip works the way everyone is implying it could only give you one hammer turn 1). Move character A out 5+ spaces, character B in the starting zone is given action to drop a hammer in character A's square, Splitlip grants character A a free action to pick it up). Now I'm thinking Splitlip serves the purpose too of a character to action token up to drop the extra hammers

It was in a larger point game but yeah, 2 characters took an action each to drop the hammers, and a carried character and a carrier were able to "free action" pick them up.

Equipping a Character - At the beginning of each of your turns, you may remove a Hammer from The Book of the Skull and place it in the square of a friendly character that is at least 5 squares from any starting area. Also, once per turn you may give a character a power action and remove a Hammer from The Book of the Skull and place it in a friendly character's square that is at least 5 squares from any starting area. Whenever a Hammer is placed in a character's square, that character may immediately use Quake as a free action. If the friendly character is given a power action to place that Hammer on its character card this turn, the roll automatically succeeds and the Hammer is considered to be "equipped" to that character and that character can use its abilities as listed on the Hammer's card. Unless specified otherwise, a character may only be equipped with one Hammer. If the friendly character does not place the relic on its card this turn, then for the remainder of the game, it is a relic as described on its card.
