I think the reason it was assumed that the judge would draft in the prizes for the last month is because the play group purchased 12-16 players worth of product when there were only 6-8 people.
No.
6-8 players purchased 6-8 players worth of product for how the venue structured their version of the event.
This reminds me of a story about the biggest d-bag to play in BRs at Origins this year. Heck, this guy is in the running for biggest all-time HeroClix d-bag.
(Note: I don't recall the specific figures in question, but it doesn't much matter for the point of the story.)
A friend of mine was playing in a BR. He wanted Rocket & Groot.
He did not win the BR, but this happened at the end when the judge brought the random LE to the table. The D-Bag was the guy who won.
Judge: "Here are your prizes." **Puts a Rocket & Groot into the draft pool**
D-Bag: "Aw man, hey judge, I don't really want Rocket & Groot. Could you go get me a Man-Spider? It's the only one I actually want"
Judge: "Sorry. I can't. The prizes are random."
My friend: "Hey, I have an extra Man-Spider and am wanting a Rocket & Groot. Take that one and I'll trade you."
D-Bag: "Since you want it so badly, what else will you give me with it?"

My venue has always had a small turnout for OP events. 4-5 for Age of Ultron every month. 6 unique players. I had entirely planned on taking the second pack of LEs myself when Civil War came around. We ordered enough boosters to host and prize 16 players in the month, and didn't project to hit anywhere close to that. Of course players will assume that they should get the extra prizing, even if it's double. Of course, judges will do the same thing. This isn't explicitly wrong for either party, and is up to the store owner/judge in my opinion.
I think you're inherently wrong for having such an issue with this judge, because you didn't get the extra prizes you assumed you were getting. Could he have given them out? sure. Could he have taken a few of them, and given the rest out? sure. Did he have to do either? no.
You got prized out fairly.
FWIW, I abolished the grand prize snake draft in our event, in favor of a 5-3-2-2-1-1-1-1 LE format, using all 16 figures. I also played during the event. If I hadn't played, I would have absolutely taken some form of judge prizing.
The vast majority of the people attending the WK events at Origins and other such events are wonderful people. Those are the typical people.
There are d-bags like the guy I mentioned, obviously, but they are the exception, not the rule. It is just that they suck so badly that their stories get shared making it seem as if they're more prevalent than they are.
In terms of the Grand Prize, I thought it was always set to 1 LE per player. With Cap/Iron Man counting as '1 LE'. See below:
Under Tournament Structure:
Month 4— The Final Showdown
Tournament Format: Swiss
Draft Format: 2-player Faction Draft
Players: Each case supports 16 players
So there's 16 Grand Prize LEs for 16 players max. No where does it say that the entire Grand Prize has to be used for the tournament. If only 6 players showed up, the venue is not obligated to distribute all the LEs if it doesn't want to as it would still fall in line with what's recommended for LE distribution. That said, the ethics of whether a judge should keep an entire set is debatable. I personally think both sides have a merit in the argument. But if the judge kept a full set despite having more than 8 players attend, then I think the judge would absolutely be wrong. Though this doesn't seem to be the case in the OP's situation.
The case being referred to here is the case of Civil War Boosters, not the Grand Prize kit. 16 boosters, 16 players - under the suggested format for month 4, each player buys one booster.

This seems very reasonable; 1st place geting 4 and an extra one for the judge seems fair as well... I like this system and think it makes sense for my venue since our Judge/Owner participated in the events and snake drafted the LE's along with the players. Our player group is rather low in ranks, so I think something like this can be worked out. Thanks for the inspiration.

Were you forced to buy two boosters each month, or was it clear from the start that the Grand Prizes at the end would be drafted in order of Tourney Points earned over all four months? If so, I'd think if money was a concern, you could've just stuck to 1 booster a month and took your chances on placement in each month's BR that you played in.
If you were forced to buy two boosters each month to play in this event, that's about the ONLY "unfair" thing about your situation. And that's likely not the judge's fault, unless the judge also owns the store and makes those decisions directly.
