Back when I was helping design The NetRep Files they raised so much ruckus about Priority. It was never really a mechanic intended to be brought into play... But now there's not much to help define what it is. It's always turn player... if you choose not to use an effect... then the other player gets to respond. Pretty much... in a nutshell...

teddies was one of the 3 people who i admired when i first joined. i always watch forums before joining and i remember liking teddies and magicien noir and i forgot the third person.
always lurking gentlemen..just my services aren't needed as much. There are many people here now with solid rules knowledge..not like the past when there were 10 of us.

wat are you talking about not meant to b brought into play? priority has been a part of games since magic and alot of games after that . yugioh wasnt the first game to have it and it wont b the last because priority is a big par in games because it stops decks from playing things that would stop something before you get to use its effect.
and yes there is a way to define priority. priority is the turn players choice to use an effect before your opponent can respond to the summon, and it can only b done in the main phases.

ya kno, i think it was novastar. in fact im pretty sure it was cause it was such a cool name to say, and names and pictures are a big factor in my judgment of things.

big sexy, what you said is a bit mistaken. in yugioh when we talk about priority, we are talking about a mechanic of the game of yugioh and no other game. every game is different. even if other games like MTG have things that are called priority or things that work similarly to yugioh's priority, its still not the same thing.
when lpburner said it wasn't meant to be a mechanic he is pretty much right. when it first came about in yugioh is was essentially just a group of "special konami said so" rulings that let certain cards do things when they really shouldn't have been able to. then everyone wanted to know why them and not others and pushed for answers. essentially forcing konami to do 1 of 2 things, either reverse the contraversal rulings, or broaden the spectrum and turn it into a mechanic so the rulings would make sense. the chose the latter.
also your a bit confused about priority. it isn't only invloved with summons, and it exists in every phase as well as each step of the battle phase. it covers 2 aspecs response and nonresponse. response priority comes into play not only after a summon but after every nonchainable event in the game. nonresponsive priority comes into effect when both players choose not to respond to a nonchainable event.
