However, I must admit that it will probably have a positive effect on competitive play in the long run. (But who am I to talk? I rarely play, I don't play competitively, and I've skipped the latest expansion in spite of the number of good units for my faction.)
It depends on what happens in the next few months. If they have more unrestriced events in the future, then yes. If they don't run many more unresticted events, I won't like it, but I'm not gonna quit the game over it.
No the way it currently stands. Yes, if they would still allow you to use any or all pieces from the factions involved in the scenarios. Allowing pure faction play to continue unhindererd.
And I must respond also, no. And yes, I only get to really play on weekends, cause I am like Philter, with job, gf, etc. And I will stop, since he only asked for a simple answer.
On one hand YES (If there is more unrestricted stuff)
On the other Heck NO! (I'm trying to *save* money, not spend even more on boosters! Still I wouldnt quit playing over this)
Dark Age: NO
Fire for effect: NO
Death from Above: NO
Liao: NO
Counter Assault: NO
So to restate the obvious HELL NO !
to retire is folly and to repeat that which others have said in slightly different way.....

I think this will have a positive impact in the game in the long-term.
I also think people are overreacting to this in a big way. As it stands now, there won't be any MW set retirement until next January (at the earliest), and at that point, only DA and FFE would be eligible for retirement. By that time, I'll have gotten enough play out of those pieces.
My only concern is faction pure events. Right now, those are unrestricted, so it's not a problem (retired units would be available anyway). I just hope any faction-war style events allow the use of retired pieces.
