Here's a guess at what the JLA line-up will look like. Based in part on the distribution of Avengers in MAV.
I corrected for Identities in some of the earlier lists, like Atom, Firestorm, and Hawkgirl. I left Hawkman in limbo, as right now the Carter Hall and Katar Hol versions are merged.
Kent Nelson's a strange inclusion ... but I think there's a good chance since the female Dr. Fate, Linda Strauss, will almost certainly be in JLI. And he'll make a good 8-Drop now that we know Supes won't be it ;-)
No double for J'onn, since I bet we'll get a JLI version as well.
Orion and Big Barda likely to be dual-affiliated, giving New Gods a shot in the arm.
No Blue Beetle, Guy Gardner, etc. since they'll be in JLI. Ditto on Sue Dibny, who I considered as a 1-Drop. JLA might be like New Gods, with no 1.

Ah, but there are so many ways to do it! They could steal Harley Quinn from Arkham, possibly with Snapper Carr. But they could also take a note from the Avengers' Quinjet and get powered-up by a different kind of discard.
And to round out the options, remember that Teen Titans actually have two means of getting that important power-up, so we could have the Watchtower with an activated ability, or even a "New League Line-Up" style plot twist. And I have to hope that some plot twist gives us one of those shadowed-faces-of-the-new-roster images.
All this was meant to say, though, that the possibilities are wide open. I wouldn't be surprised to see a character that functions as the ultimate Ally, either; someone like Centurious, who would let his friends benefit from Ally abilities, or someone like Black Mask/John Stewart, who is designed to benefit from every other Ally ability on the field.

I'm gonna go out on a limb here: I think at best we'll see one copy of Superman and Batman for the Justice League. We only saw two copies each for Cap, Iron Man and Thor in Avengers, and that was the first appearance for each, whereas there are five different Batmen and 8 different Supermen already.
Although I agree that Big Barda and Orion are likely appearances in this set (the New Gods could use the dual-aligned boost), I actually think they're better odds for inclusion in the JLI, which has relatively fewer characters in it. Ditto Captain Marvel, who has never actually been a "JLA" member apart from being a reservist like just about the entire DC Universe is, and Kent Nelson, who was never a JLA member at all.
So that's six slots, and I think we can fill those slots up reeeeal easy. Elongated Man, Vibe, Hank Heywood III <> Steel, Connor Hawke <> Green Arrow, Major Disaster and Manitou Raven. Possibly with Snapper Carr somewhere in there to boot. Of course, all of this assumes that the JLA will only have 28 slots for characters, but basing that off Avengers strikes me as kind of silly seeing as how Avengers was a five-team set and this, uh, isn't.
I don't know how likely Major Disaster is, though he could also appear on JLI, (Antarctica,) I suppose. I actually don't expect to see Manitou Raven at all this set, despite Obsidian Age and Elite. I do think Huntress will fill in the lower JLA curve, though, and I feel Vixen or Gypsy would be more likely to show up than Vibe, of the old Detroit days, since they've had longer lives and more League exposure.
