Town apathy has not been as big of a problem, IMO. Instead, I think no one steps out to lead the town or push. Also, no one is willing to follow anyone but scum in their reasoning. Too much paranoia? Or about the right amount?

Based on the title of the game and the number of players as well as the N0 write-up part where Sleuth gets killed, I have a guess as to what the theme of the mafia might be...
