Okay. How does 'not-lying' differ from 'metagame not-lying?'
You're basically staking your real life reputation on it. Instead of just confining things to that game only, you're saying that if you're lying there, we no longer have to believe anything you say anywhere.

It's the difference between "I'm playing a game" and "I refuse to lie, even within the context of a make-believe murder mystery simulator, so that will have some effect on my answers. Please do not hold this against me, although it totally makes sense if you do."

I have poorly-received opinions on the matter which shouldn't be re-hashed, so I'm just keeping my answer simple:
TAK used to play Mafia, and his shtick was that he refused to lie, even in a game of Mafia. People since then have been "TAK-ing" or "TAK Clausing" to establish a hard pattern of truth-telling between games so they have a mechanism to utilize for establishing facts about themselves or others during games. It's "metagame not-lying" because it's not just refusing to lie in one game, it's establishing a meta of not-lying when X condition is in effect (such as saying "TAK Clause" before stating the truth), across multiple games.
