DESIGN NOTES: I did take a couple pages from Cochis3's design in the sense I liked the idea of Liquid being able to tack an action token on opposing characters as he manipulated the hero and gave them intel that wasn't entirely false, but led to Liquid's efforts in activating Metal Gear Rex to succeed, even if Solid managed to disable Rex after that. In that sense, I made it so Liquid could choose if he removes a friendly action token, or places one on an opposing character if he succeeds Leadership.
However, I jacked up the idea of his repeated habit of cheating death and coming back from seeming death as a trait where he has a chance to come back into play after being KO'd, and since most of Liquid's fights are him piloting a vehicle of some kind, I included a trait that gives those vehicles bonuses when he's the pilot.
While he does use a gun towards the end, he only manages to use it while driving, so I left range off his dial and included it in his trait.
SPOILERS: Liquid early on begins his attempts to manipulate Snake over the CODEC communications system by posing as an old ally of Snake's, McDonald "Kazuhira" Miller. While not explained how CODEC shows the person on the other end, this included Liquid donning Miller's sunglasses and tying his hair back to help pull off the look. Miller himself had to wear sunglasses constantly due to eye issues in bright or sun light, usually wearing them even indoors, so the sunglasses in the flavor text are Liquid's joke when he finally drops his ruse. Liquid stirs up distrust between Snake and some of his support team, including with both Naomi for her part in making FOXDIE, and Campbell for his being forced to try to hide these details from Snake. Once Snake unintentionally disarms the lock keeping Rex from being used to fire nuclear weapons, Liquid drops the ruse and reveals himself since he no longer has to worry about the one-time use emergency system for activating or deactivating Rex was used up activating it.

DESIGN NOTES: Trying to avoid too much spoiler, the trait represents a very deadly weapon Skull Face has access to with the ability to target specific groups of people, one which he's very willing to unleash on the world regardless of it's potential to hurt himself or anyone else. It triggering off FREE actions somewhat fits the mechanism of how the weapon works.
Beyond that, Skull Face also manipulates powerful allies into serving his needs, sometimes less than willingly, both directing their actions with "friendly Mind Control", or voluntarily throwing those allies to the wolves to protect himself long enough to set his plans in motion. He's not a great leader for long in that respect, despite his farce of politeness and manners to others.
SPOILERS: This one's going to take some explaining. Skull Face's weapon the trait refers to is a bio-engineered parasite that, before being altered, was both extinct, and in the in-game story helped humans and birds develop their vocal cords and use of them. While they originally went extinct after helping humans develop language, because humans started making vocalizations all the time instead of only when the parasites were ready to copulate with other parasites of their species, Cipher brought them back as part of a genetics experiment to prove they could revive dead species. Skull Face however, got a parasitologist named Code Talker to re-engineer their natural ability to pick up on the vocal patterns and sounds of humans to pick up on specific tones and patterns associated with different languages, and set them up to also have their larva forms, once hatched, eat the hosts' lungs eventually while also the parasites spread by saliva transmission. In short, he was using parasites engineered to react to the host using specific languages, so after some time using the language, the host would trigger the parasites to lay their eggs, then the larva ate the hosts' lungs to kill them, while they could also spread that specific language parasite like they had a cold unwittingly. And Skull Face went to a lot of trouble making so many strains of the parasite he himself was infested with virtually every strain except English, which he only managed three mating pairs of in his work. Yes the notion of lethal parasites that react only to the host using a specific language is a little far-fetched, but it would be one heck of a WMD that would be near-impossible to stop in story. Skull Face himself referred to them as "ethnic cleansers", though eventually he planned to unleash every single strain and wipe sophisticated language off the Earth entirely, under the belief that when people are forced to change languages, they're corrupting what the person's original ideals were.

DESIGN NOTES: Again trying to avoid too many spoilers, but Quiet basically works for XOF originally, changing sides in the story to join Venom Snake and Diamond Dogs. Without delving too deep into her abilities in a way that spoils plot details, she's basically superhuman in ways similar to The End, thriving mostly by sunlight and water to the point she can rapidly heal exposed to fresh water and the sun. She mostly acts as a sniper, pulling off some ridiculous trick shots in the game due in part to a remark she can use both eyes as "master eyes" simultaneously when sniping, partly explaining how she doesn't need help from a spotter, and apparently work out the complex math of sniping rapidly in her own head to hit moving targets easily.
Yes, she basically "breathes" through her skin, this is why she wears such revealing clothing, in game it's explained wearing too much covering clothing restricts this process. The End bypassed this for himself because he actually grew moss and plant matter out of his body to receive the light and water around his ghillie suit, Quiet doesn't have that benefit.
In actual notes for designing her dial, I made a less powerful version of the Varied Arsenal traits earlier in the thread by making it so she can simply pick one Attack or Damage Standard Power on her card to use in addition to what's showing on her dial currently, that might make her point cost reasonable without being too potent.
SPOILERS: Originally an assassin for Cipher and Skull Face, she fails to kill Big Boss and Venom Snake in the hospital Venom wakes from his coma in, incurring horrific burns to her body and lungs in the process. Skull Face infects her with some of The End's parasites to heal her, but also the English strain of his vocal cord parasites so she could use that as a last-ditch weapon on Big Boss should she fail again. She does get taken alive by Venom even with her powers, but somewhere along the way back to Mother Base she starts admiring him and when he shows trust enough in her to let her be his back-up in missions, she falls in love with him and refuses to speak any English so she can't spread the parasite. The only other language she knows, however, is Najavo, one almost no one on Mother Base understands, forcing her to be unable to communicate her feelings or predicament to them. When she comes to a conclusion simply refusing to speak English is not enough to ensure the parasite can't hurt others, she flees Mother Base back to Afghanistan, only to be caught and tortured by Soviet soldiers wanting revenge for some of their number she assassinated. Venom comes and rescues her, but while she's unconscious and recovering during a sandstorm blocking sunlight and water from helping her heal, Venom is ironically bitten by a cobra. He passes out, but she wakes up in time to try to call in his chopper to save him, but because the pilot can't understand Najavo, she's forced to use English to call him in, risking the parasite triggering and spreading. She takes off once the chopper's touching down to avoid any more risk of the spread, leaving a cassette tape explaining her situation to Venom.

DESIGN NOTES: Given the plot twist behind this guy, he had to be a Prime. That said I figured out the twist without reading online spoilers before the game told me the twist, so there's a good chance readers of the thread will figure out who he's the Prime of.
Avoiding still more spoilers for a game a few years old, this guy is dead-set on tracking down Big Boss to kill him. He's supernaturally powered in a couple senses of the phrase, though even from the beginning he's shown to be incredibly vulnerable to water, to the point simple sprinkler systems can drive him away. This is also slightly a nod to the plot twist and details about him revealed at that twist.

DESIGN NOTES: Several times in game, Venom Snake encounters child soldiers in the field, rescuing some of them to try to give them the chance to learn non-military education to have hope of a better life. Eli leads one troop of these child soldiers when Snake first encounters him, and Snake non-lethally takes Eli down and rescues him to break up the troop. Eli, however, is not grateful in the least for the offer to become a non-soldier, clinging hard to the idea of remaining a soldier to the point he incites the other children rescued up to that point into an attempted coup and revolution against the Diamond Dogs.
In both fights with him, he makes used of the environment around him to take items to use as weaponry to fight Snake with, such as machetes, chairs, or pipes, and also makes use of simple petrol bombs. I reflected his heavy reliance on makeshift weapons in a trait that both lets him or another character grab something to use, and gives Eli a bonus for using them.
However, I left range off his dial itself because of his mostly throwing objects he grabs from around him, which RANGE Object Actions covers nicely.
SPOILERS: It was already mentioned earlier in the thread, but Eli is confirmed in story as Liquid Snake when he was a child. Furthermore, Eli manages to get help from an incredibly powerful psychic child who is at the least implied to be Psycho Mantis as a child too. I'll leave some of that design stuff on "The Third Boy" when I get to making him.

DESIGN NOTES: I admit it's been years since I played the game, so I am going a bit off memory. In game and in story lore, he's an ambush and explosives specialist, relying on setting up traps and hidden explosives in advance to confuse his enemies on what's going on in the midst of the fight. In the first of two fights with him, he fights in a room full of remote-altered tripwires linked to explosives, which are only briefly visible when they switch before they become transparent and force the player to remember where they were or risk walking through them and exploding.
In Heroclix, it'd be very difficult to be fair about making the tripwire effect hidden, so instead, the markers only have a 50/50 chance to trigger damage, giving the opposing players a choice to risk their movement being halted and dealt damage. However, they're easy enough to shoot through them as they don't count as Hindering Terrain.
His mechanical arm has two major weapons, a blinding flash, and a sonic shockwave cannon, both easy enough to use Standard Powers for. I kept his dial itself simple with Standard Powers as they all fit well enough.
SPOILERS: Black Arts Viper has a grudge against Solid Snake and Snake's commanding officer, Roy Campbell, for their part in assassinating most of Black Chamber, despite Viper knowing full well they were fed false intel that told them Black Chamber were terrorists instead of a covert ops unit working for the same side. Viper helps orchestrate the events of Ghost Babel in part to try to lure out "Anonymous", the superior to Roy Campbell who gave them the false intel to begin with, but by the end of the game, it's clear Viper's rage and hatred have poisoned his mind to the point he was willing to commit mass genocide of virtually all human life on the planet, accusing even those ignorant of the events of being guilty by virtue of their ignorance enabling the crimes of Anonymous to happen to begin with. To enable this mad plan to exterminate the human race, he attempts to use a nuclear weapons system in Metal Gear GANDER that links to numerous satellites full of warheads, but is killed by Solid Snake before the uplink signal can be sent.

DESIGN NOTES: Starting off the unintentionally neglected Guns of the Patriots characters, Laughing Octopus is the first of four assassins of Outer Haven, a Private Military Company run by Ocelot after the events of Metal Gear Solid 2. She's a PTSD victim of war who Ocelot has manipulated into her believing killing Snake will end her misery, along with the other three members of the "Beauty And The Beast Corps".
On actual design notes, her gimmick in game and in Heroclix is disguise, very elaborately effective disguise with a suit and mask that, similar to the octopus she's named after, can change it's colors, shape, and texture to a pretty absurd degree in her case. Instead of just Shape Change, I paired it with Super Senses so Battle Fury won't completely render it useless. She's also highly unpredictable as far as the B&B Corps go, and even her superiors in game have a hard time reigning in her merciless killing and erratic behavior, leading to Perplex and Energy Explosion, for her reckless killing and bizarre dialogue and tactics.
SPOILERS: I pretty well covered the rough details of her in the design notes, but touching deeper on her messed up psyche, another character in-game highlights her past and what caused her mental damage, which was an assault on her home village where some of the sadistic attackers forced her, as a child, to murder her own friends and family and also force her to act like she was enjoying it. In game there's also a heavy play-up on emotions in the battlefield, including the fact nanomachines are implanted in virtually every soldier in that time period and one of their main functions is to suppress undesired emotions. Laughing Octopus represents extreme levels of joy or ecstasy in this sense, and some soldiers, once their nanomachines are suppressed themselves, have such a violent "rebound" of their emotions they too act psychotically giddy and laugh like she does.

DESIGN NOTES: While he does play a huge role in the plot, he also shows up right off the bat in the story with little explanation what he really is or what's going on until later. But basically, he acts as a catalyst for the events in the story, even directly called a catalyst for such things in the lore. However, he himself doesn't really do anything to directly attack you or anyone, mostly feeding off the psychic emissions of others and fueling their desires in return. In Heroclix terms, he's basically a Support figure, but a really powerful one. Due to how he works, despite working for Skull Face in story, he does not get the XOF keyword.
SPOILERS: Besides the fact he's heavily implied to be the future Psycho Mantis (Not a lot of psychics in the series, let alone those who wear gas masks to block outside thoughts from forcing themselves into their mind), The Third Boy also is, almost, the driving force behind the entire plot of Phantom Pain. It's his powers that fuel The Man On Fire to even live and have his powers, he later feeds on Skull Face's rage and controls the Sahelanthropus Mecha for him without an actual pilot or AI to control it, and when Eli comes into range of The Third Boy, Eli's much more intense hatred and emotional levels than either The Man on Fire or Skull Face make The Third Boy serve Eli. And in the cut last mission of the game, it's also implied that The Third Boy doesn't just serve Eli due to his negative and strong emotions like The Third Boy normally is forced to do with his powers, but also empathizes with Eli on a personal level as they're both kids who were used by adults as tools of war. Beyond that, The Third Boy really doesn't owe actual allegiance to anyone as most of the time, his powers are not actually under his own control, but those he's feeding off the rage of, including Eli at first. As such, he has no Named Keywords.

DESIGN NOTES: Raging Raven's a hard boss to fight on account of being a highly maneuverable target that flies and buzzes you with explosive weapons, on top of fighting with Raven Drones that help with the fight. I put the Autonomous keyphrase in the SP for the drone partly due to no Autonomous Fist Symbol in the generator yet. I also tacked on the protections to avoid corner-cases where Raven herself is KO'd and somehow the Drones would not be.
SPOILERS: While revenge and anger seem obvious emotions for a PTSD victim to have for their captors, Raven herself takes it to a whole other level after being captured as a child and tortured by soldiers needlessly. Once she did manage to get free, she tracked those soldiers down and killed them and the civilians they had captured that time, not seeing a difference between the targets at that point.

DESIGN NOTES: Ocelot takes a pretty winding path in the series timeline, and this is one of them, as part of Diamond Dogs as an ally to Snake instead of his enemy like in 3. He rides in literally on horseback to save Venom Snake early on, and heads interrogations for Diamond Dogs in many scenes while acting to coordinate operations at Mother Base.
SPOILERS: The flavor text for Perplex references an unusual plot Ocelot enacts to help protect Big Boss in the story, and a line he specifically says about it in a debriefing tape at the end of the game.

DESIGN NOTES: And now Ocelot's last chronological appearance in the series, where he manipulates the major PMCs and uses them in an elaborate plan to shut down the Patriots AI and their control of the world through a perpetual war economy. During this period he also believes himself to be Liquid Snake, something that also makes him a major target for Snake and the Patriots both to try to stop. He only fights in one battle at the end in a hand to hand fight, but he's no slouch despite his age.
His trait reflects a sneaky way he plans to not only stop the Patriots, but take control of their entire network, using one of the five AI, previously hijacked by him, as a back-door into their global network, including the system that ID-locks weapons to their owners and can lock the weapon from being fired remotely. He only demonstrates this trick once, and it's a pretty game-changing thing to use in Heroclix more than once anyway.
SPOILERS: Similar to the plot he used years ago in Metal Gear Solid V, he has hypnotized himself into believing something that isn't true, in this case to believe he's possessed by Liquid Snake's spirit and mind, and to act like he believed Liquid would. This ruse started in Metal Gear Solid 2 with the implication Ocelot, having had his arm cut off in the first Metal Gear Solid, had replaced it with one of Liquid's arms for some reason. This was mostly some sort of trick to make his apparent possession even the slightest bit plausible to others, but once the ruse is no longer needed, he still fights Snake at the end, but by this point it's revealed he's no longer using a truly organic arm, but a cybernetic one that has a false-organic looking hand. His hypnosis also slowly wears off in the fight, but it's too late for him to survive the encounter.
