Major Disaster? I would think he would go under the JLI banner, because he was only part of JL Antarctica. I can see his team getting made, though, and every one of them being JLI/Injustice League dual-affiliates(with the exception of G'Nort and Scarlet Skier).
And while this is probably just personal bias talking, I think the intro of the JLA will focus on the silver-age and Grant Morrison era, saving the Detroit-era and more recent stuff for legacy.
But now I propose we try to figure out what the Infinite Crisis clue will be. It'll be a grand ol' time.

IIRC, Major Disaster was part of a JLA team put together by Green Arrow that also included Nightwing. It was when the main JLA was lost in time.
Either way, Major would be a good dual Suicide Squad/JLA card for a future set.
I also hope the Grant Morrison era is well represented. It was so definitive. I'd like to see Tomorrow Woman, Green Arrow II, Zuriel and Aztek sneak into the set.

Ok, a few things to remember or mention
Odds are they'll go with the 'big seven' era and the 'original founders' at the very LEAST. So we'll cover those first.
I'm not 100% of the JLI time table ... I'm pretty sure that the Justice League during the fight with Doomsday was 'still' the JLI since it's roster consisted of Guy Gardner, Booster and Blue Beatle, Fire and Ice, etc, etc, etc ... So that would mean that Bloodwynd would be on the JLI team too. So, two Martian Manhunter drops for JLI and at least one for JLA ... but even with that, J'ohh has been a member of EVERY incarnation of the league, so arguably, he might get the Hal Jordan treatment with tons of drops.
But the big seven are:
Supes, Bats, Wonder Woman, Flash (Wally), GL (Kyle, later John), Aquaman and Manhunter ... Wally and Wonder Woman won't fit onto this list.
Original roster was Aquaman [netting him 2 slots], Black Canary [retcon!], Barry as Flash, Hal as GL, and J'onn again ... oh and Snapper Carr of course.
Plastic Man was a 'big' member during the Big Seven period.
Lesser members of that time period are Babara Gordan <> Oracle, John Henry Irons <> Steel, Orion and Big Barda, Zauriel, Aztec, Minitou Raven, Tommorow Woman [stretching it] oh and Conner Hawke <> Green Arrow. Forgot about Hourman ... and there's a few other temporary/honorary members, etc ...
Adding people that joined the original team before the first disbanding:

I think that more or less touches on the pre-Detroit/JLI with a few splashes from the Morrison run ...
Most of the Morrison 'additions' were small, but Plas was there for the long haul, and while John Stewart was a late change, he's still a GL so each of the GLs deserves a spot in the set [with Guy, and possibly G'Nort with the JLI]
I added Conner Hawke in because I didn't really know what to throw into the slot as while he was a short term addition to the team, he at least fit with the theme of multiple generations joining the teams. Could just have easily been Diana <> Wonder Woman [though I doubt it ... while some, like Queen Hipolyta have went under the name, Diana is the 'primary' Wonder Woman and will likely have that as her name, not identity.
If we distinguish the "Justice League International" era as separate (and that's a decade of comics at LEAST, remember), and all other eras qualify for the JLA teamup? Here's everybody who qualifies.

Of course, all of this assumes that the JLA will only have 28 slots for characters, but basing that off Avengers strikes me as kind of silly seeing as how Avengers was a five-team set and this, uh, isn't. [/b]
DGL had 25-26 characters per team (except for Manhunters) and only had four teams. MMK had 28-29 characters per team and only had four teams. So Kang Council took cards away from the 'Generic' and 'Legacy' portion of MAV, not from the other four affiliations. ~28 characters apiece is a pretty good place to start for DJL.
Lex Luthor, Evil Incorporated at 091 gives us enough info to make an educated guess as to how many cards each team will get.
MAV had 40-42 cards per team and card number 91 was 'Erik Josten <> Atlas'.
DGL had 36-37 cards per team and card number 91 was 'Sinestro, Lantern in Exile'.
MMK had 44-45 cards per team and card number 91 was 'Bullseye, Deadly Marksman'.
Just from this we could guess DJL was in the 40-44 range. But let's refine that further.
By my count, there are 9 Injustice Gang members that appear before 'Lex Luthor' alphabetically (Abra Kadabra, Captain Boomerang, Chronos, Circe, Dr. Light, Evan McCulloch <> Mirror Master, Floronic Man, I.Q., and Jemm). That's a lot, and we're not even counting multiple versions.
So let's ballpark 10-12 characters before we hit 'Lex Luthor'. That would mean Injustice Gang starts around #079-081, leaving 78-80 cards behind it.
Since Injustice Gang is the third affiliation in the set, that would be roughly 39-40 cards per affiliation, making it smaller than MMK and MAV but larger than DGL.
There'd be 156-160 cards for the four main teams in the set as result. Judging from past sets and the comment that DJL would have roughly the same number of strictly Legacy content as MAV, I'd guess 38-42 Generic/Other cards and 18-22 Legacy cards.

I think after Firestorm is the interesting question: one Flash or two? (Barry Allen/Wally West) and how many Green Lanterns? All three (Hal Jordan, Kyle Rayner and Josh Stewart) have all had significan runs there. Heck, Killowog was the JLA mechanic for a while!

The Joker has been established as 'The Joker' in previous sets, so he would come after Lex. Along those lines, I think it will be either 'The General' or 'Wade Eiling <> The General'.

Firestorm at 'F' fell a bit later than I was expecting, opening up more slots A-F. Interesting how they side-step the whole Identity issue ... that's probably the right call, considering how convoluted the character's ID is and the fact there's usually only one at a time.
I gave Aquaman two versions. He's had two very distinct periods, so it seems warranted. I tossed in Babs as a possible 1-Drop and reduced Batman by 1x. He should get another version in JLI, and two new Bats is probably enough.
Orion was a member of JLI along with Mr. Miracle and Lightray (so New Gods should get a real boost with DJL), but Barda was never, so I left her in. Connor v. Elongated Man is a real toss-up, but I went with Connor because I don't think there's any room between 009 and 022 for 'Sue Dibny'.
I dropped 'Shiera Hall' on Hawkgirl. It's more aesthetically pleasing to have the two Hawks side-by-side in the set, and since Kendra Saunders is the reincarnation of Shiera, it's reasonable if they can't be in play at the same time.
Since the set's based on powering up, I expect big benefits for teaming up affiliations that have had one member share time between the two teams. So 3-4 Wally West <> Flashes between JLA and JLI I'd bet. Ditto for Black Canary, J'onn, etc.
2 JLA versions of J'onn, 1-2 JLI versions, and an evil unaffiliated 8-Drop 'Martian Manhunter <> Fernus' version from "The Burning". I'm calling it right here!

I would think he would be titled 'Shaggy Man<>The General', since it was just Eiling's brain in Shaggy Man's body.
And the fact that the team is called the 'Injustice Gang' raises the question of if they will combine them and the Injustice League into one team. I would assume so, but you can't be too careful.
