Yes. They're treated like objects, for destruction, but characters for movement/line of fire.

Black Lanterns Turn 7

1) Tempest charges to S14 and takes a bite out of Steel. Needs a 5, gets a 10. 2 clicks. SA Tempest.

2) Katma puts a black light collar on Cheetah and ties her to the ground. Needs a 7, gets a 3 which Ralph pcs into an 11. 4 clicks to Cheetah, SA Katma, AST Elongated Man.
