If nico picked earthbound/neutralize can staff of one be outwitted? It would be yes, because you aren't outwitting the earthbound itself?
Another man loomed up and the sword fell on him like a falling star, crushed his helmet and the skull beneath it down to his mouth. The body dropped on its back and danced a merry jig in the dirt."Dance!" laughed the Bloody-Nine.

That is Correct, but...

Immobile: Characters within 4 squares of this object that can use Support or Regeneration can’t have those powers, or special powers that allow their use, countered
White Lantern brings a overall protection, and that is what was being discussed.

Isn't the whole thing as simple as( for Nico), that one power she picked with the staff of one, is the only power that can be considered as" can use ". If it's support or regeneration, and within 4 squares, of the white lantern then she would get the protection.
This all seems straight forward to me.

Even if she listed all the powers, she would still only be able to use one and therefore if it was not Regeneration or Support she would not be protected. Just like Namor is not protected when he is not in water terrain.
That I don't think is true. As said on page 2 of this novel the fact that Noh Varr lists Psychic Blast as a power that can be used, he still receives the Yellow Lantern Bonus even when he is using Energy Explosion.
With Nico, you choose 1 power. Then she can use that power. With Noh Varr , he has the 3 listed powers, you aren't choosing to give him the 3 powers to use.

Did you miss the quote?? I was responding to someone who said if Nico had the powers named on her card as in "Nico can use Regeneration and Support and Pulsewave, and Stealth and blah blah blah" then this discussion would be unnecessary b/c she could use all object bonuses.
