Let me reiterate for clarity.

When a theme is wide open, people can generally claim just about anything. Busting people through power claims, action results, etc. is a bit easier for the town.

This is a wide open theme. We can bust people through drags (possibly) and standard power use (cop, track, RT), but we will not bust anyone just with a name claim unless we have a dragger.

In a closed theme, name claims can bust people a bit easier than power claims because there is a limited number of names to chose from.

I don't see Ned as being an antagonist.

While this is true, I wouldn't want to out someone's powers based on random pressure. With such a wide scope of characters to choose from, the mafia is in the dark in regards to who they can target and mess with.

I'm not strictly an antagonist, I'm an antagonistic side-character.

I don't really want to bust people's powers at this point either.
