Your answer for 2 confuses me. The first part says I need to get them all at once, but the second part seems to saying the opposite.
Also, what's the difference between xp and rp?
XP is what your characters earn during games. RP is what you have during the draft to spend.
You have to buy all that you want with RP at the same time.
If a vampire gains 50 XP, it could buy another vampire of the same type.
Like this-
You want to buy 4 Vampires during the draft, so your next draft spot will be: Vampire x 4: 172 pts.
Also all Generics gain XP together, so if this happened:
Vampire 1 gets 1 SA 1 KO
Vampire 2 gets 1 AST, 1 SA
Vampire 3 gets 2 SA
Vampire 4 gets 1 SA, 1 KO
You'd write it up as: Vampire {Generics} x4: 50 XP
Then, after the battle, you can do this upgrade.
Vampire Generics spends 50 XP to buy Vampire 43 Pts
After that, your next post will be
Vampire {Generics} x5: 0 XP.

2) You need to draft however many you want of a Generic at once, they only take up 1 draft slot. It's recommended to buy all that you need at the beginning, instead of buying more with XP, since you won't get any RP back for ones you didn't buy at the draft, however since it's the last season before Reboot that won't matter.
As far as #2 goes, I don't see why Vlad's proposition would matter, since 1) Generics are able to be copied across teams, and 2) There's no theme discount anymore. If he wants to get a couple in Round 3, and then say someone drafts random Vampire X in Round 4, which botches his plans, no reason he shouldn't be able to draft another couple to replace his missing piece.
Additonally, to Vlad, generally it makes most sense to save Generics for the end of your draft. It's my understanding (granted, I was MIA for a year, but I did write many of these rules myself), that if you have theme claim to a generic (i.e. Dracula > Vampires, Red Skull > Hydra mooks) you can draft them even if say I am able to draft Vampire-Sentinels before you.

Ah, see- when I bought my generics last year this is what I was told, that they all needed to be bought at the same time. So I was just repeating what I was told and used.
Edit: I imagine it was mostly to save space on draft slots, as I was buying 10 SHIELD Generics. 4 different types, which took up 4 draft slots instead of 10.

If anyone is curious, I shall be doing away with the Black Queen (we had our time during the days of the Lord's Imperial), but my actual pick is the Mighty Splitlip! His Asgardian Metallurgy makes him the perfect choice as Sentinel Armorer!

Alright. I think I should probably make an appearance. Sergeant, let’s go.
The door to the debriefing room opens the General leads followed by a younger man. The General is tall and fit – especially for a man his age. The sergeant is in urban camouflage pants and a yellow and black shirt with a stylized nuclear fall-out symbol and sergeants insignia in yellow on the shoulders. He is quite stocky and remarkably short.
GENERAL
I am General Sam Lane and this is Sergeant Al Pratt code-named the Atom. You are all on Team 7. Welcome aboard. No one has permission to speak, so keep ‘em zipped. You view Team 7 as a failure, but in many ways you were the most effective group the U. S of A has put together. While you fell apart at the end, you had a startling good success rate especially when stacked against Waller’s abomination of the “Suicide Squad” or hers and Trevor’s Justice League of America. Just ‘cause you slap the Stars and Stripes on something, doesn’t mean it belongs to you. Ms. Lance, this team failed, not because of bad operatives, but bad leadership. Don’t try your psychic crap with me, Lynch I won’t tolerate it and it won’t work. Don’t look sulky. You got ambitious and lost sight of your objective. Now you may speak. Waller, I know you are dying to say something.
WALLER
What is the objective, General?
GENERAL
That’s not what you want to ask. You want to ask what I think is wrong with your “teams.” I’ll answer both. The objective is to protect this country from beings of immense power for which conventional means are not sufficient. Your “teams” failed because you had the wrong people. The so-called “Suicide Squad” was full of criminals and degenerates. Your tools were weak. As to your Justice League of America. With the exception of Trevor here and the cheerleader, the loyalties of the entire team were questionable. Two aliens, a criminal, a street tough, a foreign national, and a guy with a bow who blackmailed his way onto the team. Not a promising start.
WALLER
I would hardly call Cisco Ramon a street tou. . .
TREVOR
No, Amanda. He’s right. Our motive were good, but we had the wrong people.
SLADE
I’m not sure we have the right people. Don’t get me wrong, we’re a tough bunch, but when taking on metas, I’m our heavy-hitter, and I don’t think I want to go toe-to-toe with Big Blue.
PRATT
I’m willing to go toe-to-toe with your Superman. I’m your heavy hitter.
SLADE
No offense, short stuff, but I think your out of your league. I’m faster than just about anybody out there, certainly faster than anyone in this room. My brain works faster, and my reflexes are sharper. Lynch over there has the whole mind whammy, and Canary can probably kick your ass without her powers. Hell, even Steve-O could probably take you and he’s just a glorified pilot.
TREVOR

PRATT

GENERAL
Stand down, Sergeant! Pratt here has been fighting metas his entire military career. I do not doubt his abilities or his commitment. Your commitment is another matter altogether, Wilson. Trevor and Waller will do what I say because they work for A.R.G.U.S. and that means they work for me. As to the others. Ms. Lance, your record will be expunged and you will be given information necessary to find your husband. Wilson, you will be paid.
SLADE
No offense, General, but I choose my own jobs and I doubt Uncle Sam can pay me enough to keep me interested.
GENERAL
