He is a mutant hunting genetically engineered monster. Or some such thing. He has the ability to track any mutant on the planet. He figured largely into the Messiah Complex story. And no, I do not technically think it is a generic.

Kinda agree with you here. It almost seems like that version is from Messiah CompleX. If he does have one of those silver rings though, I think Neca would've really missed the mark. It'll be fun to have an army of those guys.
