Well i'd say that's a matter of opinion, wolverine's first appearance (thus what he was originally meant to be) he was taking on the hulk. And i'm sure everyone here would agree he is waaaay more powerful now than he was in his first appearance.
The thing is, with Deathstroke and Slade, you don't need to look at common opponents, w/L, who they have beaten or any of that.
Why?
Because they fought. New Teen Titans / X-Men crossover in the 80s.
Like I said, there are a ton of X-Men that could have been in this but I don't feel many spots were wasted (Lockheed is odd). X-Man, Sinister, Cable, more Brotherhood, and such would all be nice and maybe that will happen eventually. Having a good core of x-men as commons seems to say that they won't get a starter.
I really think Dark Knight is incapable of creating anything that does not involve 80's/90's pop culture in some way. It evokes both mirth and nostalgia in me.

I don't like duos but these are actually pretty cool ones.
I concur to a degree as double based Duo Figures can require "finesse" to an extent, but I must admit that I LOVE single base Duo Figures as they're a joy to wield, especially w/TK

I'm still hoping for an AoA starter. With Apocalypse and horsemen I thought we would get Sinister for sure.
last year we got 2 DC Starter Blackest Night & Brightest Day & 1 Marvel which doesn't really count because it was a reissued. SO I'm thinking this year Marvel is getting 2 Starter & could be all the missing characters that should have been in GSX like Cable, Kitty Pryde, Mr. Sinister, Sebastian Shaw, Toad & maybe another Hellion or New Mutant.

Even if they repackaged some of the sculpts in this set into an action pack with new dials I'd be happy! (With new sculpts of course, like Brightest Day.) The sculpts in this set look phenomenal. The only boring ones are the Hellions, who I have no interest in anyways. (At least in those costumes, yecht.)

Well, if we're counting crossovers, then Wolverine (with bone claws no less) defeated Lobo in hand-to-hand combat. Wolverine>Lobo, and Lobo>Deathstroke, ergo Wolverine>Lobo. Aren't crossovers that aren't really canon fun?

I don't believe Deathstroke ever took on Lobo.
Regardless, the sort of foes that an individual typically goes up against should serve as a typical gauge for how "powerful" certain figures should be. At his utmost, Wolverine is not taking on the Avengers. Some of the characters you mentioned Wolverine being better than are up to the task of taking on the Avengers/JLA. The others, while they may have figures above 120 points, aren't figures that are actually worth more than 120 points.
Besides which, certain powers lend themselves to more expensive characters. Wolverine will generally lack range. He will almost always lack Hypersonic Speed and Running Shot. No Phasing/Teleport. Probably no Impervious and maybe only a click or two of Invulnerability. No Probability Control. And so on and so forth. Eventually, trying to make a 150 point Wolverine will just involve cramming a bunch of crap onto his dial, rather than building a svelte, efficient, and effective figure.
