He free rides to P9 and tries to incap Puck & Pete with stunning blow. Ups his av to 10. Rolls 8. Both take a token (and a click to Puck) plus 2 for stunning blow to Puck.
Enter Shimmer who I only vaguely know. She'll simply sit in B14 for now. I'm granting her ambidexterous although I don't know if she'll ever get use of it. She goes Mystic, of course.

"Surprise, surprise," Tempest tells Puck and Pete Wisdom, surprising them, "Hope you both can swim." Suddenly the pair are swirled up in a makeshift whirlpool. They're not hurt but they're quite distracted.
"That water will come in handy," Shimmer says as she transmutes water to helium and they float temporarily, "Anyone up for target practice?".
You're right that you'll probably never use Ambidextrous on Shimmer, since it only works for Ranged attacks and her range is 0. In fact she doesn't even meet the prerequisites for the Feat, so if you want to change it, go ahead.
Speaking of Double targeting, Tempest can't double target Puck and Pete from where you put him. He's basing both. The double target is only for ranged attacks. You can't make a close combat attack against two targets. Well not without using Flurry or Quake you can't.
All right, no help for it. Got to attack Tempest. Pete takes a token from Zemo, makes his AV10, attacks Tempest, DV17. Gets the 7. 2 to Tempest. 1 to Pete.
Nothing else really to push for.

"All right, Captain Splashy," Pete Wisdom said. "You want to bring it? Bring it." Wisdom was a mutant with the power to create energy knives, but he was also a trained agent of MI6, MI-13 and Black Air. Even without his powers he was more than capable of handling himself in nearly any situation. Tempest, having seen his powers at work, was not expecting a purely physical assault, and that's what Wisdom did, hitting the Atlantean with several nerve strikes.
"Fool me once, shame on you..." Tempest began.
"Don't worry," Pete said. "I've got plenty of other tricks."
I double checked and he doesn't. You mind controlled him, but you didn't damage him.
So, Shimmer's got a Deathwish, I see. Okay, I'll oblige. Shocker on her, AV10 on DV16. Gets 8. 3 to her. 1 to him.
Thunderball Perplexes her DV to 14. AV8 on DV14. Gets 8. SHe's down. 1 to him.
Nomad takes Zemo's tokens to make his AV11, RS to L14, blocking SHimmer's replacement, and attacks Jericho with EE - Alias pending. Gets 6. No other targets, so his action's wasted except burning off the feat.
Impy Outwits Tempest's Toughness.
Puck on TEmpest. AV9 on DV16. Gets 5. Impy makes it 7. 2 to Tempest and 1 to Puck.

"Lady, are you nuts?" Shocker asked Shimmer as she walked, bold as day, right into their midst.
"Let's see, when I can transmute the air into chlorine gas? We'll see," Shimmer said. Shocker and Thunderball both got a lungful and started to cough and choke.
"Don't worry! I'll save you!" the Impossible Man said, turning into a giant electric fan and blowing the gas away.
"Greenie, you're all right in my book," Thunderball said, as he and SHocker turned on Shimmer.
Time for a pair of mind controllers to go to work.
Jericho tries to possess Shocker. Needs 7, rolls 9. Can be break? 3. Let's go for broke and try to hit Nomad. Needs 9, rolls 3. My only consolation is that would have missed anyone. Joe releases Shocker.
Max to mc Nomad. I'm due a 9, right? I get a 2. Wow, a 3 then a 2?
Mallah ups his av to 10 and attacks Nomad. Needs 8, rolls 7. Really, Nomad has been annoyingly lucky.
Medic uses perplex to make his av 7 (no wonder you're not rushing out to defeat him). Needs 10 to heal RA, rolls 7. 1 to Medic.
Let's see if I can preserve what is a pretty sucky turn with Tempest. He's got flurry and both Pete and Puck adjacent. I'll start on Puck...he's an easier target and gets less play. Needs 6, rolls 9. Impy rerolls 7. Puck's down. Turning to Pete he needs 8, rolls 11. So here I get all my good rolls? 2 to Pete.
Enter Deadshot. Nanobots on him. Cos tks him to F15.
He targets Nomad. Needs 5 + 1, rolls 9. 'Bout time. That's 4 to Nomad.

"Prepare to face the power of the Living Monolith!" The newest combatant didn't appear terribly impressive, dressed in white linen robes, but Tempest knew that power did not necessarily always mean a mighty muscled giant.
"I'm prepared," Tempest said, summoning a shield made of hardened water.
"No you are not. Not even remotely." The Living Monolith's blast shattered Tempest's shield. The man in white took Tempest's power for his own and transformed into a mighty muscled giant.
"It must be awfully lonely sitting up here. Plotting. Staying behind watching the world fall apart while you play us all like pawns," Kid Devil says slamming into Baron Zemo.
"You will pay for that, boy!" he replies.
"All this time on your own and still you couldn't bring up something original?" he laughs.
