I guess I don't see why it doesn't also change this If the friendly character is given a power action to place that Hammer on its character card this turn, the roll automatically succeeds and the Hammer is considered to be "equipped" to that character

I absolutely get your argument, which is why I'm kicking it up for intent. As written, though, as an x triggers off y condition, it doesn't work. I see it similarly to Superman and Lara lor-van. If Superman would be KO'd, but instead is not due to Lara, it does not trigger Reign of the Supermen because x happened instead of y.
In this case, instead of a power action, a free action can be used, but that does not make the free action a power action for any purposes which check for a power action. Again, it seems like it may be an unintended consequence of not predicting grabbing a relic with anything but a power action, so I'm finding out what it is supposed to be.

Well, having mulled it over I do get the argument that the power action in the Book is a library fee rather than a relic fee. Either way it falls I think this needs some clarification.

My problem with this interpretation is why say "the roll automatically succeeds"?
Why not instead say,

I keep thinking that it is still a relic roll, but you don't get the free equip unless that relic roll used a power action to activate. As much as I hate to admit it, I think this may have been planned.
I don't want to play a game of chess where dumb luck or money decides whether or not I get to use a rook... Collectibility is a necessary evil of Heroclix, not a boon.

I just wanted to say thank you for responding and looking into the intent, I'm eagerly awaiting anything else that will be said on this.
I'm personally hoping they intended splitlip to let people pick up hammers for free, I'd like to play some asgardian theme teams with faster hammer equips.

I've suggested before that "a [TYPE] action as a free action" should start reading "a free [TYPE] action" to assist with clarity. You could certainly keep untyped free actions (Outwit, Perplex, etc.), but I think it could even help with the once per turn rule.
Well the relic roll is a Power Action already.. and it is becoming a Free Action. Wouldn't that mean its a Free Power Action? It's not a free move action to roll..
Got some input about the intent and am happy to say that Splitlip and the Book of the Skull are intended to work together. His free action does satisfy the Book's equip requirement. What I said earlier can be disregarded. Have fun!
