Of course with the amount of one shots that IR loves to give out, you never know, and maybe it's just me but I sure wouldn't blow a 1 shot RB on N1.

Don't have much else to add, unfortunately. Although I'm guessing the artisan (presumably SK) was looking for a jailkept person, not that they were blocked.
