Since you do not have Doc Ock, you can't have his arms. Dr. Octopus Arms are on the restricted list, and there must be thematic justification for upgrading to them.

Where is the restricted listed located? I found the Dr. Octopus Arms under the "Object" list :/

The object list is the restricted list. The other objects not listed, in theory, are okay to take.

Who on your team has used Mokk's Hammer. You have to make a case for thematic usage.

That's correct. That was laid out before but that stipulation appears to be missing unless I missed reading it somewhere. But yes, any object on that list must work thematically with at least 1 character on your team.
