I'm sure there are some hardcore fanboys or people with a more in-depth background in this area than me that would like to see some obscure characters from those groups see print, but I really can't see why you would think they were being ignored.
I'm not arguing that the Bat-villans and Super-villains are underexposed in VS, just that they're really the only DC villains that even come close to the marketability of the B-list heroes like Wonder Woman, the Flash, and Green Lantern.
Deathstroke only became a big name again recently, along with the other Society founders. Before Infinite Crisis, the World's Finest villains dominated everything to such a high degree for so long that all other villains might as well have not even existed.
Yet another another reason to be thankful for Infinite Crisis.

Ah, but similar claims could be made for each of the founding Shadowpact members. Going up against, the Spectre and Eclipso is certainly something to brag about, they've had quite a few memorable fights during their brief formation, they've made several guest appearances in other books, and they've set the tone for the magical side of the DCU during IC.

Terra-Man was the main villain of an entire episode "The Once and Future Thing Part 1: Weird Western Tales", but Atomic Skull and KGBeast only made cameo appearances. :classic:

He gets less Exposure because its hard to Show a villain like him in comics, He doesnt go robbing banks and Just go out wreaking town like others, he also doesnt go overthe Top witch plans to totally Change the World. He goes out gets the Job done and thats All. Its like Batman without Being Reactionary.
LIke if you have read his Comic Series (yea he had one it was pretty good and from my recalections its the longest Running Solo Villian Comic)

Yes, apart from his fifty-issue series during the 90s, then appearing regularly in Titans and Birds of Prey and even a few times in Detective Comics, and then a long run in Teen Titans again - from January 2000 to just before Identity Crisis in August 2004, Deathstroke appeared in 23 individual comics.
In comparison, the Joker appeared in 25 comics. Two-Face appeared in 15. The Penguin appeared in 22. The only DC villain who seriously outclasses anybody in this range is Lex Luthor (who's in the 60-plus area). Everybody else is pretty comparable, so your point is kind of negligible.

Those are Mr. Terrific and Dr. Mid-Nite, both from the JSA, being freaky-deakied by Dr. Psycho.
I like the new Mr. Freeze a lot, but it's a shame not to have the Arkham affiliation on his; like the Star City previewer said, Blackgate Prison fits together really nicely with Vengeance. Stun your defending Mr. Freeze to draw a card, use his power to keep the attacker from readying, and laugh to yourself. Woulda been very fun.

That would've been good with Mr. Freeze, but he really hasn't done much but I believe he will do something soon in the Comics.
