Why would dual Kathy Griffins show up as Mulder and Scully?

I mean, apparently, in that one, apparently universally reviled episode (and I have no idea why people are excited for X-Files to come back because it really went on too long the first time and both movies sucked), there were a pair of agents who resembled Mulder and Scully at the beginning of the episode, but this was apparently a bad comedy episode about Kathy Griffin playing a set of twins that make people fight when they're around each other. Or something.

This seems to be a really weird claim.
