This dial is beautiful. That 12AV/4DmV came out of nowhere, and the ridiculous versatility on his traits is insane. Constantly having the ability to choose stealth and combat reflexes cannot be overstated, especially considering how his dial length and defensive stats are otherwise relatively lower than average for that cost. Meanwhile, the flurry and giant reach: two are going to make a big difference for early game, helping get the quick 8 damage alpha strikes in.
also loving everything about that Cap but the time gem equipment. The rest of his dial gives me everything I'd want in a cap with the superfluousness of a gem that he held only incredibly briefly

I think people disappointed by this Loki dial should consider slapping 15 points on him for the Gauntlet. Vanilla, yeah, he isn't really worth the points, but if you use his optional trait, he has some insane versatility and potential.

Don't think of it as Cap with a gem, think of it as Cap with a six range(which is reasonable for him) and Prob Control(because he's the Star Spangled Man With A Plan) :D
90% of rules questions are answered by RTFC. Most of the rest are answered by a proper grasp of English and common goddamn sense.
By specifically mentioning 10, I assume you're referencing "The 5-10-15 Rule of Large Forces" (p. 6 of the Comprehensive Rulebook Supplement), but that rule only limits a forces Starting Action Total. Other effects (like Loki's) can still increase the current Action Total past 10.

At the beginning of the game, your action total becomes 1 for every 100 points of the game’s build total. Effects may increase or decrease your action total (usually temporarily), but regardless of effects it has a minimum value of 2 and a maximum value of 10.
I would prefer if the max 10 was just starting total, but it's not. In a 1000+ point game, you essentially get no benefit from gaining extra actions.
