Alright, imagine the scene.
Here we have a hovering character.
Changing flight mode to soaring requires 1 speed point. Check.
Now, hovering off a building down to the ground, or vice versa.
The clarification is, does this also require the use of 1 speed point to get up or down from the building. Or can the flyer use their full speed allotment? I am swaying towards the no answer, though we have played it as that before.
Though i will say that I can see it from both sides.
the only time it cost speed points to change elevations is when a figure goes up via a ladder. Flying, Leap/Climb, and Phasing figures do not need to pay 1 speed point to change elevation. (except for a flying figure going to soaring.)
