can a char that is btb with an opposing char use outwit perplex and probability control at regular range if they have line of fire (and if you have time, where do you find this rule?)
Yes, as long as they have line of fire. Line of fire can only be blocked in this instance by a stealthed character, in which case, even if you are btb, there is no line of fire.
Oh, now i see what you were saying....nevermind my stealth talk....the answer is yes, they are not making a ranged attack, just using an optional ability.
They can use perplex, outwit and probability control regularly so long as line of fire isn't blocked. It can be blocked by stealth (as the illustrious Trader has mentioned) or it can blocked by two adjacent characters. For instance:

bc
a=your outwitter/pcer/perplexer
b=any 2 other figures
c=figure you want to outwit/pc/perplex
Since the B characters would block line of fire to character c, you wouldn't be able to perplex/outwit/pc character c even though you are adjacent to him.
Other than that example and the stealth example you can outwit/perplec/pc adjacent enemy figures and figures who aren't adjacent to you.
so what yall are sayin is if nightwing and nightwing are adjacent, in a bush, niether of them can outwit the other??
i thought the rules say outwit has a range of 10, not its a free range action.its a free action with a range of 10. so if your side by side its just a free action, no range involved.
