S.H.I.E.L.D. question

I heard for some reason the plus 1 damage you get from the S.H.I.E.L.D. ability does not count towards the rule of three.Can someone please explain why to me?

That is incorrect. The PAC says that the SHIELD TA adds to damage "value". Any time you see that word "value" on the PAC the Rule of 3 will apply.
