It's an interesting point. Looks like they should have stated "printed" range value to be clear, or range value of 2 or greater (as no one in the game has a 1 range).
I'm hoping that the range can't be perplexed to make the feat possible, otherwise we'll start seeing a bunch of hookers as taunters.

Isnt that redundant?

This very thing has been under discussion for at least a week on the Judges Forum. A decision came down the other day from the Rules Arrbitrator, but the official wording hasn't been set yet, however the nutshell answer will most likely be --
It is not allowed.
In my day, we didn't have Heroclix. If you were being attacked by Superman with a 3d dumpster, you just had to hope you could outrun him.

Funky is correct. The reasoning behind it (the very short answer anyway) is...
- Feats are assigned to characters when you build your force.
- The character has to meet the pre-reqs (somewhere on its dial) in order to have a Feat assigned to it.
- A fig with zero range does not meet the pre-reqs for Taunt when you assign the Feat (at build time).

That's too bad...I don't agree, but I don't make the rules. What I don't agree with is the fact that no one with range can taunt...I seem to remember several characters like Hulk or Thing "taunting" their opponents...Plus I like the fact of unpredictability.....I look at it this way...if someone wants to slap another 15 points on a character and use their perplex everytime..let them...But oh well....

I definitely agree with this. It could have evened out the weakness or melee vs. ranged combat a little more. It's not like ranged figures needed another boost in this game. I admit, I can't really think of a good way to determine which characters may and may not use Taunt, but there are definitely ranged and non-ranged figures that deserve to be able to use it.
I hope Wizkids puts out a faq as soon as possible on these new feats. Taunt and Pounce specifically need more clarification.

"As soon as possible" are the key words there. We're working on it. You are right, there are a lot of issues with Taunt and Pounce... with Feat cards in general. I guess that's what happens when a drastic new mechanic is introduced into the game. Hopefully the new mechanics are a nice enough change that they are worth the wait until we clear up some of the "sticky issues" surronding them.
