If your flying character is based it can target other figs than the one that is in base contact.
You can use PC on an attempt to break away.
You have to move, because you declare your move first and then make the roll to see if you are allowed to make it.
Perplex or Outwit: only during your turn.
are there any limits to your movement breaking away? Like hindering where it reduces to half?
Once you breakaway, you must abide by all normal movement restrictions for that character, with the exception that you ignore the effects of the figures that you broke away from. That is to say, you can move through squares adjacent to the figures you broke away from, but you will have to stop if you move adjacent to a different opposing figure (with flyers being an exception in this example).
Can you use running shot or charge when you breakaway?
Yes.
If you miss the breakaway can you still do another move? (im almost sure this is no...)
No. Once you fail to breakaway, your action immediately ends. In the case of RS or Charge, you are not allowed to attack as well.
and finally a random question again...
for outwit to work do you need the outwitted figure to remain in the LOF?
No. Once established, you are not required to maintain LOF. Only the begining of the Outwitters next turn or the loss of the Outwit ends Outwit.

And just to add...the figure that made the breakaway could not move through opposing characters...just around them like Psylockeslover said.
And that's why WizKids seems intent on limiting it...
I mean, think about the new feats and BFCs that have come out:
Darkness (limiting the range)
White Noise (halving its effectiveness)
and soon:
Fortitude (ignoring its effect alltogether...)
