Can I outwit a friendly character? Like if I wanted to out wit for example, my Statesman's battle furry so I can make a ranged attack with him, is that possible?
Not anymore and probably for that reason. Also there was a horrible combo back when the game came out called the Bouncing Gun. Take Firelord and put him in soaring so that he's out of range of your opponent then Outwit his soaring and let him take a shot for 5 damage. At the end of turn the Outwit ends and FL goes back to soaring. Very very nasty.

that wouldnt have worked, either.
outwit ends at the beginning of your NEXT turn, not at the end of your turn.

We are obviously going off topic here, but just glancing at the original Marvel PAC it appears that might have worked. When you Outwitted soaring it indicated it was for that turn. So it appears that in the early days Outwitting soaring had a different length than Outwitting powers.

Under the current rules all Outwits do end at the beginning of the your next turn. (Or if the Outwitter is KOd or loses Outwit.)
Perplex is different. Perplex only lasts until the end of the current turn. (Or until the Perplexee is damaged or healed, or the Perplexer is KOd or loses Perplex.)
so from what I'm reading here, when you outwit a figure who is soaring (so now they are hovering), when the outwit ends or is lost that figure automatically goes back up to soaring mode?

Not any more.
(Under the original rules it may have...I can't remember any more...but under the current rules the character will still be hovering until it goes soaring again. It will not happen automatically.)
