If a character, say Black Manta, is ICWO and does his power action to turn her dial to outwit, can an opposing character outwit the outwit on BM.(Wow, his initials are BM, kinda makes sense, huh?)

As of right now, No. The agent is using the power, but does not actually have it on his dial.

The way it stands right now Oracle is the one with the power. Any change to that would come in th form of an FAQ entry. And the NEW FAQ should have a 2 week lead time on it when posted. So until further notice things work as stated.
