No.

No detail just "No." I was also wondering if a transporter with phasing could be transport a character and also have a passenger using phasing.

You can only carry 1 character at a time unless you have the GLC Ta.

The passenger feat specifically says that you may carry only 1 person per the normal rules (so no Battle Fury, no fliers, no character holding an object).

Your flying, phasing character with Passenger better opt to not use Passenger when Taxiing, unless you want to take a click of damage.
