KC Flash and his Outwit

I wondering if someone uses KC Flash's HSS to base a opponent, can he then Outwit the opponent's defense modifier, attack, then runaway?

The reason is, because you can't use outwit in the middle of an action.

ya, you need to say, "im outwiting (fill in the blank) then use HSS and attack, you must call it out and have a clear line first before HSS or charge.
