Sentinels and Sinestro are back to doing minimum of zero damage on thier multi-attacks and can't be lazarus pitted(?). It was a nice month that when they could actually do something at the end of thier dials and then come back to life.
Oracle doesn't care about Earthquake.

Why the flip-flopping on the Sentinels and Sinestro figures. I mean you guys have changed the rule on minimum damage from Multi-Attack 4 times now. In the beginning it was reduced by 1 to a minimum of 1. Then the mimium was changed to zero, then it was back to 1, and now its back to zero. Please, can you at least tell us the rational for why this change was made. When rules are changed like this, it makes it easier to take when we know why they were changed.
I'm glad I got to use my Sentinel in the Lazurus pit at least once.

I think you are overstating the number of changes. The rule on this only recently came down in a FAQ. At that time they made it clear that it would be a minimum of 1 when doing the Multi-Attack (before that it wasn't clear if a Sentinel with 0 damage would deal 1 or 0 when doing the Multi-Attack.) WK reconsidered that ruling and realized that logically 0 couldn't reduce by 1 to a minimum of 1 so they made the rule play out logically...0 will stay 0, not reduce higher. So they changed it.
This rule stays with logic and is a sound ruling. I don't think you are going to see it change from here. (But who knows....)
Maybe this isn't the place to ask, but I'm guessing that Energy Explosion, Pulse Wave, Quake, and TAs such as Syndicate and Defenders are immune to the Outsiders effect because they change a value to a specific number rather than modify it by +/- a certain amount. Is that correct? Otherwise, there are truly evil (and broken) possibilities. Multi-target EE with natural damage from Wildfire or Iron Man? (shudder)

Correct, they are replacement values and not modifiers.

The way I'm reading it with outsiders you can full range psychic blast.
the rule says
"Give this character a ranged combat action. Reduce its range value by
half. Draw lines of fi re to every character (friendly and opposing) within range in every direction. This attack
ignores all team abilities and powers and abilities possessed by characters within range. These lines of fi re
are not blocked by character bases, but are affected normally by terrain. If clear lines of fire can be drawn
to two or more characters, this character’s damage value becomes 1 for this attack; otherwise, use this
character’s normal damage value. Compare the attack roll to the defense value of each character in range;
each hit character is dealt damage."
It does ay reduce not replace.
