Vet Ultron has a 14 attack, but that's just the icing. Let's say he finds himself facing 3 opposing figures, all lined up and at 10 range or less (which is why you have TK, right?). If he targets them and hits all three, he does 3 clix to the guy in the middle, and 2 clix to the two on the ends. That's 7 clix total, without any help.

very legal. U-men are of particular use. I used a vindicator this way and boy did it tick of my opponent, two arrows, run shot while carrying a U-men. That's why V-Dr. Doom is great (well one reason)
enhancement is a free action that increase the damage value to a friendly character. on energy explosion, damage value is reduced to 1, since enhancement, unlike perplex, occurs merely by being adjacent for free it can raise that reduced damage up. now each energy explosion attack (each representing each arrow) would be doing two damage.
that's probably the least technical way of explaining it, but i'm not judge or anything
It also works with SHIELD members (since it says that it can be done anytime, unlike perplex) The thing with shield though is you cannot carry them to do it if you runnig shot (since the NAAT rule is in play) you have to RS beside him (so he can still legally do an action). You also cannot do it before running shot because it has to be done as the attack is being made...but it works! (costs an action, but it can be a lot cheaper than a Vet U-man if you're low on points)

Or rather Shield says that it is done when the adjacent friendly character is making a ranged combat attack. Which is different than the timing on Perplex. (Like you state later in your answer.)
I would just say that with one Enhancement on a regular EE, yes, it raises the Damage Value from 1 to 2 -- technically doubling it.
But to say that

makes it sound like Enhancement doubles the damage done by EE. Which isn't technically true.
Double Enhancement adds 2 to the Damage Value, not 4, etc. Some people may think that multiple-Enhancements might continue to double, quadruple, etc. the DV.
The most you could do with EE, I think, is this:

With three V U-Men around Ultron, he triple-lightning bolt EE attacks Figures A, B, and C. (And he hits all three of them.)
Figure A = 1 EE + 3 Enhancements = 4 Damage + 4 splash Damage from B = 8 clicks.
Figure C = 1 EE + 3 Enhancements = 4 Damage + 4 splash Damage from B = 8 clicks.
Figure B = 1 EE + 3 Enhancements = 4 Damage + 4 splash Damage from A + 4 splash Damage from C = 12 clicks.
Well add in some more people...with a pack of 15 and Ultron elevated he can do some serious damage.
Oh YEAH, I know he/she/it can do some serious damage to a whole group of folks. I was just demonstrating that the most a figure can take is 12 clicks in an Enhanced EE.
