Novice question:
I've read the rules on targeting multiple opponents, in both the Marvel and the DC starter sets. But I'm still not sure how damage is assigned.
If a character with 3 damage hits 2 targets, do each target take three clicks? Or is it 1 each? Or is it however I decide to divy up the 3 clicks?
You divide it how you choose among all targets hit.
So you could choose to do one damage to say, Cyclops and 2 to Wolverine.
Keep in mind, your opponent makes his super senses roll BEFORE you assign damage. So if the roll is successful, you then do all of your damage to the successfully hit character. On the flipside, your opponent rolls for Impervious AFTER you assign damage.
what if i was using Green Arrow and targeted two figures using RCE. Can i give out a total of 3 damage among the hit targets or to i get just 1 damage to give out.

If you target more than one character you cannot use RCE.

No, they cannot. Most figures with 1 damage and multiple targets were created under an older rules set where each figure targeted would take one damage; you used to not divide up your damage value. Since the rules change, those figures have suffered some in playability, but there is still a strategic use: target two figures whose Defensive Values differ. If you miss your primary target (the higher DV), you might still hit the lower DV secondary target...

An Admin told me that I'm "too smart" for Another Realm. I hold that as a standing order.

This rules change is known amongst my friends and I as "The Clobberin' Time Hawkeye Castration Rule." He went from being a common character on our table to dusty obscurity.

Hawkeye was certainly the figure most impacted by this rules change.
I don't believe that they ever explained the rules change, but I do feel that more strategic options are opened up with the new rule. As far as I know, they haven't made any figures after the implementation of this rule that have less natural damage than their number of targets (with the exception of figures like Vertigo), so it's only the old figures that are impacted by it as well. (I do think that they feel it isn't a major issue due to retirement and issuing new versions of old characters.) It also was fairly non-intuitive that a figure with a zero damage could deal one damage to each of three characters... Hawkeye with his RCE Outwitted would deal zero damage if he only had one figure in range.
