What are the advantages of having Supes Enemy TA + Outwit over having just Outwit?

I mean, besides of wildcarding his team, I can't see any othe advantage ...

If I Outwit Brainiac's printed Outwit and then my opponent moves a Jinx adjacent to Brain, does he gain Outwit back?

Yup. That's the advantage. Of course if you had your outwit countered and gained it back you would have to re-outwit a power of you opponent that you previously negated.

Otherwise having two Supes Enemies is downright expensive and getting them next to each other during the course of battle can be difficult.

Primarily that you don't have to have someone next to you. Given how expensive most Superman Enemies are, you can't always afford to put them together. But more importantly, look at what else Brainiac has on his dial at the same time as Outwit - Pulse Wave. If he had a teammate adjacent to him to use his team ability, his teammate would be hit by any Pulse Waves that Brainiac used.

I prefer carrying around a V Intergang Medic with U Braniac, if I'm playing him on a team. Otherwise, just a couple of R Intergang Agents for cheap OW!

Actually, you wouldn't get outwit back until the begining of your opponant's turn. The pulsewave is in fact the best reason to have outwit on a superman enemy, but it is redundant nonetheless. I'd rather have higher stats and no outwit when I PW.
