When a fig like V Hawkeye (FF version) makes a move and attack, can he make a range combat attack targetting more than one figure? The Icons rules for multiple targets require a ranged combat attack, do I don't see why not-- unless it requires a ranged combat action somewhere in that I overlooked.

You may target multiple figures. As you pointed out, the lightning bolts indicate the number of targets you may attack with a ranged combat attack. Nothing is said about ranged combat actions.

From the Icons Rule Book (page 22):
All characters have one, two, or three lightning bolt symbols printed next to their range values. The number of lightning bolts is the number of different targets the character may target with a single ranged combat attack. A character may not target the same character more than once during a ranged combat attack.

See, nothing about actions. Hawkeye can scoot along and shoot a lot of people while doing it.
