outdoor map /leap climb character surrrounded by a barrier.......can he leap/climb out

Yep.

When you give the character a Move action, yes, as per the 1st sentence of the power's description (Icons PAC): "...ignores the effects of... ...outdoor blocking terrain on movement."
It's important to note that it must be a Move action; a Power action like Pounce would not qualify. So if surrounded by Barrier on an outdoor map a Leap/Climb fig could certainly Move out... but couldn't Pounce out and attack.
