From the Icons Rule Book (page 22):
Hovering
Hovering characters can make ranged combat attacks against adjacent opposing characters; however, hovering characters may not make ranged attacks against nonadjacent characters when the hovering character is adjacent to an opposing character. A hovering character may be the target of a ranged attack by an adjacent non-flying character.
The icons rulebook states that a hovering character may make a ranged combat attack against any adjacent character and visa versa. I dont remember nor can I find anyt errata on this. While you can't shoot a non-adjacent character while based, you can shoot the adjacent ones.
