Can these two be used together?

When Veteran Ult. Hawkeye has triple shot, and he only has 3 damage on his first click, is triple shot only designed for that first click?

Or, can the RCE be added to that triple shot and he can distribute 5 damage among 3 targets?

So, no, shoot one target and use RCE, shoot more than one and you can't.
