You may move up to half your speed value and make an attack with either power. Entering Hindering Terrain or coming adjacent to an enemy figure ends the movement portion of your Power Action - but doesn't end the action. You may therefore still make your attack*.
* If a figure with Running Shot and the boot speed becomes adjacent to an opposing figure with the boot speed, that figure may not make a ranged attack. If the only opposing figure adjacent is a flier, however, an attack may still be made.

Visible Dials and Pushing Damage need to be optional. This is the way.
Tyroclix is right. The reason being in that the move action happens first, with hindering terrain ending that. Since the attack happens afterwards (and hindering terrain cannot prevent an attack unless stealth except in certain circustances) then the attack is able to proceed.
Just wanted to point out that it works differently with Hypersonic Speed.
In a Hypersonic Speed option 1 move/attack, the attack happens during the move, so if you enter hindering terrain, the move ends and the attack is forfeit. I guess the same thing goes for transporters.
...unless of course you have some way of ignoring hindering terrain.
