For my examples I will use Colossus as Figure 1, Mutant Mayhem Wolverine as Figure 2 as prescribed in the feat card conditions. Also in this question, I will use Figure 3 as Xplosion Psylocke and an opposing figure.
Here's the question:
Opposing character and Psylocke are adjacent in this formation where x is empty terrain:

When Colossus from 6 spaces away does a Fastball Special, he needs to make a ranged combat action to throw Wolverine to an adjacent square by the opposing figure. So assume this is what it looks like now:

xOPx
xxWx
xxxx
My question is, since Wolverine is the figure dealing the damage, would he be able to use Psylocke's Enhancement to boost his damage up by 1?
Enhancement states that is may be used when an adjacent friendly figure makes a ranged combat attack. In this case, Collossus is the one making the actual attack, not Wolverine.
Also, this would still not work if Psylocke was adjacent to Collossus because Enhancement also states that it modifies the attacker's Damage Value. So, she would modify Collossus' Damage Value, but it is Wolverine that is dealing the damage.
No. To be assigned a Feat, the figure must qualify on thier own during construction, and the Feats do not apply until the game begins.

In order to be assigned a feat, a character's combat dial must be able to turn so that all prerequisites for the feat are visiblethrough the slot at the same time, though a prerequisite power or combat value does not need to be visible on a character's starting clickfor the character to be assigned the feat.
There is currently one exception for this rule though: E CT Dr Octopus. He qualifies for Force Field, and can be assigned Fastball Special since he has Super Strength. When he hits his ES/D clicks he can be thrown - if the other figure has Superstrength at the time and qualifies for being thrown at the start of the game.
