I know when you use Energy Explosion as a ranged attack the damage value gets reduced to 1. Can you use enhancement to up that?
Not since Icons came out, no.
Pre-Icons, that was a valid tactic that made characters like V Wildfire toting around a U-man very dangerous. However, due to the changed wording of Energy Explosion in the Icons PAC, damage dealt by EE is now determined only by the number of overlapping explosions (and there is no way to alter that).

did the ruling also change for Incap? You used to be able to Enhance and Shield up Incap, can you still do that?
Also, my venue plays the old EE + Enhancement rule, in what way would you suggest I prove that it doesn't work anymore. On the new PAC, it says - "this character's damage is 1 until the the resolution of the attack." I think our venue just interprets that as a different wording of the old rule - "reduce this characters damage to 1"
anyway, just lamenting the fact that I got blasted for like 20 clicks of damage the other day...

Yes. The wording on Incap now permanently sets the damage to 0. Only way around that is to either critically hit your target or use the Stunning Blow feat.

Well, you quoted half of it right there: damage is 1 until the resolution of the attack. So, the damage is 1. Period. Until the attack is resolved, it can't be anything but 1. The old wording, "reduce damage to 1" never specified that damage stayed at 1 until the attack was resolved, allowing for room for manipulation by Enhancement and SHIELD.
The other part comes from the statment about "Each character successfully hit is dealt damage equal to the number of times the character was hit by this attack." So, if a character was hit by two overlapping Explosions, the damage dealt is 2. Not 2 + some modifer. 2, that's how many times the character was hit.
It is a long entry, and a little convoluted at times, but there is no getting away from "damage equal to number of times the character was hit"; that's pretty cut and dry.

But on the flip side, it was a lot of fun to toast a GL/Invisible Girl tank team with V Ultron and a U-man or two! Take the good with the bad...
You can still double target with energy explosion though right?
Yes, that's what the whole "Each character successfully hit is dealt damage equal to the number of times the character was hit by this attack." part comes from. If you dual (or triple) target with EE, it is possible to hit a character more than once (due to overlapping EE effects) and deal more than one click of damage.
