Can fliers make a ranged combat attack against adjacent figs if they are base to base? I ahd a friend arguing this at a game at his place, so I thought I'd double check.
ALso, if so can a flier pulsewave if base to base with other pieces.
Yes to both. A flier is always eligible to take ranged combat actions, even when in base to base contact. The only prohibition is that if they are adjacent to an enemy, they cannot fire at a non-adjacent enemy. Aside from the standard limitations on ranged combat, of course.
Ok well what if the flier is based by two stealthed characters. There is one character in range and lof for a pulse wave but the flier is based. Doesnt that mean the flier has to tangle with the adjacent characters or breakaway?

That sounds like 3 in range and LoF for a pulse wave.
If based by stealth chartacters he could not make a ranged combat attack UNLESS he was using pulsewave, which ignores powers and TA's and would hit all 3 to whom the shooter had range and LoF. Note that the target of the pulse wave has two be one of the basing stealthed characters, but all within range will be hit by the PW.

There is no "target" for Pulse Wave. As for drawing LoF to verify that at least one enemy is within range...well, you ignore the Stealth when doing that...and you also ignore the figures themselves.

Since the original question did not specify if the flyers where Hovering or Soaring, I thought it should be pointed out that the above quote only applies to hovering characters. Soaring characters can make a Ranged Combat attack at both adjacent and non-adjacent Soaring, giant and Colossal Characters, even when the soaring character is adjacent to opposing characters.
