If I control a fig, can I turn off his powers (like Imp or Inv) until my opponents turn them back on during his turn?
example (which will come up in a match soon, I hope): Can my (just TKed) vet Karma control ult Mags and Cain Marko and turn off Mags imp and move him up close to Marko (attacking exp ult. cyclops using running shot), then turn off Markos imp and charge an unprotected Mags (then attacking the unprotected Marko with my Phoenix)?

Yes, but you may only turn off optional powers; Invulnerability is not optional. Check your PAC and look for (optional) after the power name to see if it falls under this category.

That would be fine the way you describe it.

It may be used either in close or ranged combat, yes. Just remember that characters with multiple targets may only hit one character in close combat (best way to shut down Prof. X without killing him - base him).
