I think that the building in the middle is elevated, with elevated blocking terrain on it. I also think the stairs are located at D and E 18. If I'm correct (and really, even if I'm wrong) my starting placement is:

I agree with all this. However, quick question. How is the blocking terrain atop the building treated? I mean, if someone is standing atop the chimney, say, can he make ranged attacks at those on the building roof below? I was told this was not possible by 'a guy' at a tounament once, because technically one cannot make attacks across blocking terrain (i.e. the black line). Basically a rules loop hole. Personally, I thought that was a wee bit retarted, 'cause I figured a guy standing on a chimney could pretty much see everybody (and vica versa), and the black lines just denoted that he could not be targeted by close combat attacks from those without Leaping/Climbing or flight. Either way, I just want to make sure we're on the same page here. I'm fine with whichever, as long as I know from the beginning.

Well, I can see your point, but see, as rookies, the Sinister Six just doesn't cut it 300-point-wise. Think of it this way -- this is pre-season and there's a bunch of villains still trying to 'make the team.' Ha! In fact, I have a Spider-Man Wizard special from last year or the year before that included an 'application for the Sinister Six' from the villain Slyde. I cried that was sooo funny....
I'm not exactly sure, but I think the elevated blocking terrain is just continuous blocking terrain, as in a thick wall that no one can sit on top of. I'm gonna play that way for now, but if someone comes in to show me that's wrong or whatever I'll go from there.

To my understanding, the outdoor blocking terrain can be gotten on top of by a character with L/C, phasing or flying. While on their, can be attacked from people on the roof using range, and only close combat attacked by people with leap climb.
The outdoor blocking terrain can also destroyed by doing 3 damage, and then just become rubble.
Just wanted to let you know I'll be reffing your game. I'll try to answer your guys' questions as best I can...I'm here just to pretty much watch and make sure everything's kosher and if you have any questions...TMNT and Vance can only do so much...
Clear as mud indeed. Hmmm, from reading another thread earlier today, it seems that stopping on outdoor blocking terrain is simply no longer allowed, even for fliers or characters with L/C. Though, it looks like it once was. Well, I'm more confused than ever regarding this. I guess I'll just steer away from perching atop blocking terrain...

1. Hobgoblin grabs Scourge by the white lapel and flies to P-12, dropping Scourge in P-13.
2. Sandman moves to Q-13, ignoring the "Stay Off the Lawn" sign.
3. Vulture scoops up Mysterio and flies to O-16. Drops Mysterio in M-16.

Ah, carp you're right. If vulture's next to mysterio, I would change both of my moves. Is that cool?
